7.0 Learning Provider Registration
7.1 Is there a closing date for applications or can we apply at any time?
There is no closing date and applications will be accepted on an ongoing basis.
7.2 How long will it take to process our applications?
Approximately 3 to 4 working weeks, assuming all the required information is provided. Incomplete applications or those that require follow-up will take longer.
7.3 Can we register as learning providers now and register our courses later when we want them published on the database?
Once you have registered, you can enter courses and hold these back until required. Until courses are classified and signed off, they cannot be published.
7.4 Are there specific ‘signing up’ to rules?
Yes. There are specific contractual arrangements which must be signed; these can be viewed at Operational Rules. You must also sign regarding the accuracy and veracity of statements.
7.5 We have a number of different venues delivering courses. Should each of these be registered as a separate learning provider?
If the venues are currently submitting information to the National Learning Opportunities database as separate providers, we would suggest that you register each separately. If your courses are provided at a range of venues but you centrally manage your course provision and have a single quality system covering all venues, you would be advised to register only the main provider.
7.6 For community based outreach centres, should the centres be individually registered or just the college?
It is not possible to give a definitive answer as the circumstances will vary. You should contact the ILA Scotland helpline for advice and guidance on the most appropriate way to make your application.
7.7 Is it possible to sub-contract learning provision?
No. The registered learning provider is responsible for all learning provision. However, buying in resources to deliver your own learning would be acceptable.
7.8 Which Quality Standards do you require?
The quality standards and systems are:
• Scottish Funding Council recognition of good standing regarding Quality Assurance Agency (QAA) for Higher Education
• Scottish Funding Council recognition of good standing regarding the requirements of HM Inspectorate of Education (HMIE)
• Approved learndirect scotland branded learning centre

7.9 Can we apply if we’re working towards the Quality Standards?
No, only applications from those who currently meet the quality standards (and have held the standard for at least 6 months) will be accepted. However, information on achieving the standards can be obtained from the Quality Standards section of this website.
7.10 Is there any restriction in the location of the distance learning provider?
No. However, all providers must meet the set quality standards for the scheme and will be subject to the scheme rules, checks and monitoring.
7.11 If I am a University or College, do I still need to provide evidence of meeting QAA and HMIE standards?
For higher and further education institutions we have agreed arrangements with the Funding Councils whereby they will directly verify institutions’ ‘good standing’ for the purposes of ILA Scotland. Specific guidance on how universities and colleges should complete the Learning Provider Registration Agreement to cover this element is given in the Guidance on Completing your Application section of this website.
